RULES & REGULATIONS
2007-08 Season June 1 to May 31st
PacWest
Barrel Racing Association (We) is committed toward the growth of fun, exciting
barrel racing for all ages and levels. We will promote the sport to the best of
our ability, with great focus on the horse and rider safety at all times.
MEMBERSHIP: Runs at races produced by Hotponies.com will be video taped and loaded on the website for member viewing and downloading. Video taping of events produced by others is at the discretion of the race producer. You must have a current membership to be eligible for this service.
All participants are required to sign a release of liability form at all races. We reserve the right to refuse membership and/or terminate your membership without refund of membership fees if it is determined to be in the best interest of PacWest and its operators and/or members. All Members will have access to Hotponies.com where Rules and Regs will be posted. It is the Members responsibility to keep informed of changes within the association however notices will be emailed to all Members at their current email address on file. It is the member’s responsibility to inform PacWest of email address changes.
Members will be issued membership cards and
it will be the responsibility of the member to provide that card number to all
producers.
RACE CLASSES:
Eligibility for capped races is as of the day you enter the race. Once you meet that cap, you can no longer run that horse/rider combination in that race class. You may run a different eligible horse to continue with points.
On occasion, PacWest will run a Pee Wee class to accommodate the young riders. Pee Wee is 10 and under.
· Youth class is open to riders 18 and under as of May 31st.
· Novice class is open to all riders with maximum winnings of $1000 or less on either horse or rider.
· Open/Am class is open to all horses with maximum winnings of $4000 or less (Winnings cap is on the horse only).
· Open class is open to all riders of any age with no limit on winnings. All dollar amounts are determined as of the day you enter the race. Winnings are as whole, meaning not just for this association. We reserve the right to disallow you to enter a class if our records reflect that you are not qualified.
· Senior class is open to all riders over the age of 45.
ALL FORMATS ARE RUN ON A 5D FORMAT, EXCEPT THE SENIOR AND THE OPEN WHICH RUN ON 4D FORMATS.

NOTE:
If times break down where one division has no riders in it, then the pay off
will switch from a 5D to a 4D or from a 4D to a 3D. If only one person is in a
division, that rider receives the total pay out for that division.

The number paid will be
determined by the number of entries. We will always try to pay so the last
entrant receives an amount close to their entry fee, at times last hole payouts
may be less in amateur classes due to number of entrants, low entry fee and 5D
formats.
Payoff: 70% of all entry fee
paid is in the pot along with all of the added money.
Standings:
Will be published on the HOTPONIES.com website, along with races schedules. If
you feel any of the information is inaccurate, please email us with your
concerns and we will review your records. Protests must be made in writing and
received 30 before year end-awards are distributed.
NO TIME: If contestant knocks down a barrel it is considered a
no-time run. The rider’s time will be announced but no moneys will be paid on
the run. Members will receive 1 point for their run. If rider fails to complete
a forward cloverleaf pattern, it will be considered a no-time, one point will
be awarded. If a contestant runs out of draw position, it will be considered a
no time if no producer error has occurred, and one point will be awarded.
Race Entry:
Please pay close attention. A horse be may ridden by more than one rider in the
same race, HOWEVER, you must enter at the same time and declare this on your
entry form and verbally tell the office when you are entering, otherwise, we do
NOT guarantee that you will be drawn with enough riders in between.
Dress Code:
Long pants and boots are required at all races. Full dress code at Finals and
Special events: hat, collared shirt (sleeves optional), boots and pants.
Fines:
If you owe any fine fees, you must pay these fees before you will be allowed to
enter or run in the next race.
Race Dates and Cancellations: Please check the website for cancellations or call
if you are unsure.
Rerun: If there is a malfunction with the timer, you will be
given a rerun.
SAFETY: WE STRONGLY ENCOURAGE YOU TO USE PROTECTION
WHEN YOU RUN, THAT INCLUDES HELMETS AND SHINGUARDS!
Animal Abuse Will Not Be Tolerated. If you are seen
spurring, whipping or excessively jerking on your horse’s mouth, you will be
disqualified! NO TOLERANCE. We all know when this happens and when too much is
too much. Please be kind to your horse.
Good sportsmanship is expected at all times. All
contestants and their family members are expected to display good sportsmanship
at all times. No level of abuse toward any animal at this event will be
allowed. Foul language, misconduct or abusive comments spoken to any
Contestant, Spectator, Staff Member or Volunteer will result in immediate
contestant disqualification and no refund of entry fees. Contestants are also
responsible for traveling companions and family members. All decisions made by
the Race Director are final.
Returned checks: There is a $30 service charge on all returned checks from the
bank. If a check is not replaced with a cashiers check or money order within 30
days after the check is dated, no points will be issued to member and the
member will be put on the “ineligible” list. Checks will not be put through
twice.
Awards:
Year-end awards will be given to the top 10 high point winners of the Novice.
Awards will be given to the top 3 of each division of the Youth, OpenAm, Senior
and Open. YOU MUST ATTEND 6 RACES TO BE ELIGIBLE FOR YEAR END AWARDS. If you
are winning more than one place in one race class and only have one membership,
you will only be given the award for the highest placing, and the lower placing
will be given to the next person in line. This applies to the race class only;
you may win an additional award in another class. Awards will reflect the
income generated by each race class.
Points:
Participants must sign a completed application and pay membership fees before
any points will be counted. Every member is awarded 1 point for entering the
race. For weekend races points will be awarded down to 10 places. For
weeknights a race must have a minimum $100 added and points will awarded at
50%; 5 pts for first and so on. Points are accumulated in each RACE CLASS and
WILL NOT BE CARRIED OVER TO OTHER CATERGORIES. Points are on the person only.
For members with more then one membership, your first membership will always
receive your fastest time points. Second
membership will receive the next fastest and so on. Once you no longer qualify
for a winnings capped class, those points stay and you begin new points in your
new class. Each member is awarded one point for each race they enter per
membership. If you ride two horses in one race class you will only receive one
point if you have only paid for one membership. If you have two memberships and
ride two horses in one race class you will receive 2 points.
Points are
given as follows in the following race classes. The Novice although paid out in
divisions at races, for year end awards are considered a straight jackpot. The
reasoning behind this is it is a novice class and you are trying to improve
therefore points are awarded to the 10 fastest member times of each race on
weekends and 5 fastest times on weeknight. The riders who have the most points
at the end of the year ran some of the fastest times in these novice classes
and are most improved. If a Non Member wins the jackpot, their time still
stands as the fastest time, but the points start at the next fastest member.
All Non Members are skipped. If you receive a no time, you will only receive 1
point. Points in the Open, OpenAm and Youth are awarded per division starting
at the fastest member time.
Carry Over Option:
Riders have the Carry Over Option when they are entering more than one race
class on any given day. The rider must pay all entry fees, but runs one time.
The first class is carried over to the additional classes. The rider must
declare his or her intention when signing up for the first race. PacWest
members only: If you get a no time in the
first race, you DO run in the second race. Carry Over Runs where the
first run resulted in a No Time will be run at the end of the draw, along with
other reruns. Please inform the gate person or the office immediately if you
wish to run again. Carry Overs will vary
according to the Go format of the race. This
applies to PacWest members only as other associations do not honor this rule.
NO EXCEPTIONS.
Co-sanctions: The primary organization rules will apply in
all co-sanctions. Unless an agreement is held between PacWest and the primary
organization, that organization may charge you a non-member fee. Members will be required to pay an additional
$2 for points at co-sanction races.
Please check the website or call to ensure which classes are being run
at co-sanctioned races.
Point Races: No races will award double or triple
points. Weeknight races will only be
allowed within a 150 mile radius of Sacramento and must have a minimum of $100
added. Weeknight races will award 50% points.
PacWest races with $500 added have a mileage protection of 75, $1000
added 100 mile protection. This
protection only applies to PacWest as the primary.
Fees: All non-members will be charged a fee to
participate at PacWest member races. A “CHANGE
FEE” of $5 will be charged to all entrants who make changes to their entries
after it has been submitted to the office.
Draw: Draw will be done in random order, once draw
has been finalized by office, no changes can be made. Running a horse out of draw position will
result in DQ. Horses will be entered into system as indicated on Entry
form. Draw will be announced twice with
both horse and rider combination. It is
the rider responsibility to make any corrections within that time frame before
the final draw is posted. During large events, PacWest members will be allowed
to choose which section/day they would like to run, however no specific draw
position can be requested.
Substitutions: All riders must check into office. No rider may run, unless that rider has
checked and office has verified rider identification. Rider will be disqualified at gate if trying
to run without having been verified.
Substitutions are only allowed within immediate family. No Exceptions.
Circling:
You are allowed to circle your horse once after you enter the arena.
Gate Entrance: All contestants must enter in and out the
same gate. Entering through the wrong
gate will result in DQ.
Entry Forms: All Entry forms must be completed by
RIDER. Incomplete entry forms will not
be accepted. Failure to indicate carry
over on your entry form is the rider’s responsibility and after the entry form
is submitted to the office, you may not elect to carry over. NO EXCEPTIONS. If co-sanction numbers are not submitted with
your entry form, it is rider’s responsibility to provide that number to the
co-sanction organization. PacWest will
not accept additional paperwork or verbal communication for missing data on
co-sanctions.
